Development/Pre-Construction Support

Commissioning Management

Axial Energy delivers comprehensive commissioning management to guarantee safe, efficient, and standards-compliant project energization. Our team reviews commissioning plans, identifies scope gaps, aligns stakeholder responsibilities, and manages the full commissioning process to meet industry standards and ensure smooth grid integration.

Management

  • Coordination with the client’s development team to address open items, identified issues, and optimization opportunities.
  • Daily participation with the EPC contractor for planning coordination.
  • Verification of EPC contractor’s project status and implementation of industry-rated safety and quality control plans.
  • Facilitation  and expediting of responses to RFIs during construction.
  • Implementation of lessons learned from Axial Energy’s experience managing other renewable energy projects.

Change Management

  • Proactive solutions for scope gaps and assessment of delay requests.
  • Facilitation of responses to change requests from contractors and enforcement of contractual terms while maintaining a collaborative atmosphere.

Quality Assurance/Quality Control Management

  • Review of contractor’s quality control plan to ensure compliance with contract requirements and industry standards.
  • Spot inspections and documentation to ensure work completion and compliance.
  • Review QA/QC program to ensure compliance with industry standards, project specifics, and contractual requirements
  • Audit contractors QA/QC program and job books
  • Complete daily, weekly and monthly inspections
  • Identify issues/gaps in QA/QC
  • Identify and manage NCRs
  • Upload required materials to owner’s document control system

Planning

  • Facilitation of execution planning meetings to ensure proper coordination between engineers, vendors, and construction teams.
  • Identification of any lack of commitment or resources to meet project schedule and reporting back to client management.

Cost Management

  • Advising clients on the least-cost solutions at decision points throughout the EPC phase of the project.

Document Management

  • Cataloging of all project data and documents in a document management system.
  • Maintenance of project document index and assembly of document transmittals for all stakeholders.

Civil

  • Review civil, structural and survey plans to ensure compliance with industry standards, contractual & project requirements.  Identify any potential design improvements. 
  • Inspect civil works (grading, roads, stormwater, etc.) against plans to ensure compliance
  • Ensure the SWPPP is being administered per the requirements and complete inspections as needed.
  • Inspect foundation works against plans to ensure compliance
  • Ensure work is being completed within the ALTA survey
  • Ensure work is being completed with any crossing agreement requirements

Electrical

  • Review substation, transmission line and collection system plans to ensure compliance with industry standards, contractual & project requirements. Identify any potential design improvements.
  • Inspect electrical works against plans to ensure compliance.
  • Inspect electrical equipment and materials to ensure matches the design and procurement.
  • Ensure the SWPPP is being administered per the requirements and complete inspections as needed.
  • Ensure work is being completed within the ALTA survey.
  • Ensure work is being completed with any crossing agreement requirements.
  • Coordinate with transmission utility on energization.
  • Review energization plans to ensure meets the requirements.
  • Witness testing of electrical equipment and system.
  • Ensure EPC contractor is completing the necessary QA/QC documentation in a timely manner.
  • Generate and/or manage the punchlist for system completion certificates.
  • Review and identify any areas of improvement for the LOTO program. Ensure parties compliance with the LOTO program.

Wind Turbine Installation Support

  • Ensure EPC contractor and OEM are completing required receiving documentation.
  • Monitor turbine installation for issues and installation compliance.
  • Support turbine mechanical completion walkdowns between EPC contractor and OEM.
  • Support turbine commissioning completion walkdowns post OEM commissioning.
  • Generate and manage mechanical completion punchlists
  • (Add: can do certain mechanical completion tasks: install labels or climb assist, etc) 
  • Ensure EPC contractor is completing the necessary QA/QC documentation in a timely manner.

Mechanical

  • Ensure EPC contractor is assembling the racking systems correctly
  • Ensure PV modules are being installed per the requirements
  • Ensure piling and foundations are installed per the requirements
  • Ensure BESS containers are being installed per the requirements
  • Ensure PCS are being installed per the requirements
  • Support mechanical walkdowns as part of completion certificates
  • Generate and/or manage mechanical completion punchlists as part of completion certification
  • Ensure EPC contractor is completing the necessary QA/QC documentation in a timely manner

Logistics/Reporting

  • Ensure receiving documentation is being completed by EPC and OEM per the requirements
  • Collaboration with OEMs and EPC contractors to ensure professional and sufficient reporting
  • Assembly of information from contractors and provision of reports to meet client management needs. 
  • Track, monitor and/or manage the delivery of the owner supplied equipment
  • Daily reporting of received materials
  • Coordination with OEM on delivery times
